I can assure you it's no April fools day joke, I have mashed together a quick tool that renders the ISM XML format as HTML; and it looks good!
I've spent enough time exporting the ISM text and updating the 2012 XML, that I figured I should dig through all the colours, styles, layouts, lists and all the images and create a CSS to replicate as close as I can the ISM document, rendered in Firefox/Chrome.
I threw in some extra error checking outputs to validate my import such as looking for Control number duplicates (yes this kept borking up my PHP Parser), count the Parts/Chapters/Sections and even tally up the recently updated controls, so I can manually check that against the PDF.
In short, this renders like a document which is a great step-up form the terrible XML-XSLT failure.
